Looking for a few resources to send state policy makers to get started on competency education? Here are some suggestions.

How Are States Advancing Competency Education?

The report Necessary for Success: A State Policymakers Guide to Competency Education (iNACOL CompetencyWorks) provides an overview and recommendations for state policy.

There is also a short briefing paper on Aligning K-12 State Policy with Competency Education that you can use and adapt for your state.

This article provides an overview on Iowa’s initiative.

New Hampshire’s efforts have been well-documented, including NH’s Story of Transformation and From policy to practice: How competency-based education is evolving in New Hampshire.

Background: Overview of Competency-Based Education

States considering policies to support competency-based education are on the rise. Policy levers that support competency education and personalized learning include creating innovation zones, supporting school finance changes, planning grants, implementing new assessment frameworks, and starting pilot programs.

It’s Not Just About Time

SedonaWhen asked if Arizona is moving to competency education, I’ve never been quite sure how to reply. It’s home to Carpe Diem, one of the earliest models of a school integrating personalized learning, a competency-based structure, and blended learning. In terms of state leadership, it developed the Grand Canyon diploma, a state policy designed for students to advance when they are ready based on passing an examination in secondary school. However, even though the Grand Canyon diploma does create a gateway by using an examination to determine proficiency, there is nothing that assumes that schools will actually be competency-based[1].

Something is brewing in Arizona to take the next step to supporting districts and schools to become competency-based. Although it appears there won’t be any more action by the state legislature this year, it is worth considering the elements of a bill that creates innovation space for schools. The bill requires the Board of Education to create a process to approve of competency-based innovation pilot programs if they have outlined their plans academically and financially to better meet students’ needs. Approved pilot programs are able to operate for an initial five years, after which a review process must occur. (more…)

Watch Out for Wyoming

Competency education is likely to take root in Wyoming over the next few years. The new Director at the Wyoming Department of Education, Richard Crandall, is a fan of competency education. Crandall worked as a state senator in Arizona to get legislation passed as part of the Move on When Ready initiative, which introduced the Grand Canyon Diploma.  A recent article in the Caspar Star Tribune reports that “Crandall said that by 2015 and 2016 ‘you will see a few of these national models popping up’ in the state.”

Given Crandall’s experience in Arizona it’s likely we will see Wyoming consider the Excellence for All model upon which the Grand Canyon Diploma is based. Arizona is one of the states participating in the National Center for Education and the Economy’s Excellence for All (EfA) initiatives.  EfA promotes aligned instruction and examination that allows students to advance to higher-level work once they pass the exams.  Schools organize around a lower and upper division, each with a selected instructional system.  (more…)
